PRS, What is allowed or not allowed ???

Spoke to a friend who is also a tester today and his oppo has just been on a refresher. On returning the Oppo tester says that you are now only allowed to PRS, Headlamp Aim and stickers etc in Drivers view. ??
Now, my refresher was in 2009, I have seen no special notices to say the above re PRS, and wondered what you knowledgeable guys think

I was told you could PRS items that could be repaired reasonably within 1 hour after test completion, so tyres, lights, wipers ,washers , etc etc.
Only measured items needed to be logged back on, so Brakes, Emmissions and headlamp aim,

confusion reigns, so help appreciated.
