David, your item 16 (spreadsheet). 'Pre 1960 vehicles' and 'vehicles older than 30 years' are two hugely different things. Vehicles older than 30 years will mean so many more exempt from testing; even more thought provoking, and they are so contradictory as they say they want to reduce technical failures/accidents/or whatever the wording is.

I'm trying to fill mine in but the deeper I look into it the bigger the coach-and-horses being driven thro' the scheme. Having opened up the links at..........

...........it gradually becomes apparant, the extent and implications of the proposals. We are looking at a VERY different test and way of testing. I stand to be corrected, but I don't recall seeing the words 'prescribed area' anywhere.
I've stopped for now and asked VOSA through the FOI chanel for their response/s to the proposals. If I get what I am looking for I'm not sure it will come in time. I suspect it is more radical to them than it is us. They have known about this/some of this, for some time though.
Sooner or later Stealth will read this, be interested to see his thoughts?

I did but I didn't raise an issue with the pre 60's - that one is a done thing. I mentioned more brakes & steering rather than corrosion.
