MOT fees should be inline with inflation

I still think you would have the usual amount of stations charging £19.99, which would result in a greater difference between those test stations and the few charging £85.
I suppose you could argue that if the hourly rate is now maybe £85 you are loosing income by doing tests at £54.85 but if you have enough work at £85 why not stop testing and get them done elsewhere at £19.99?
I think a petition to get the charge set would be a better result. Most statutory fees are set by the government and non negotiable, so why is the Mot test open to customers negotiating the fee?
