Have we left the EU yet?

A lot of countries that test every two years, they need to have a mandatory service in the intervening years, so no problem. Also, if we want to kick up a fuss about those who don't, then we would have to prepare ourselves for problems allowing us to drive over there. This is childish of course, but that's life.
