Course you can fail it under restricted movement. There's no need for a roller brake test to be able to fail braking components that are binding otherwise we would never be able to fail any 4x4 for seized calipers etc

The title of that matters of testing blog (ie not the manual or a special notice so is a guide/blog and not the test standard) is misleading as it's about wheel bearings not being tested due to a binding brake.

I'd suggest you re-read section 3.5 of the testing manual as the discs, drums, calipers and cylinders are classed as mechanical components and if their movement is restricted then it is a reason for rejection. It's right there in the manual in plain English

Now point out where discs, drums, calipers and cylinders etc aren't classed as mechanical braking components as they are all identified as such within the method of inspection in section 3.5

Anyone who lets vehicles go with binding brakes because they didn't roller brake test them needs to hand in their card as they aren't testing correctly as per the manual.

Mechanical components such as caliper guides are not always that easy to determine if they have a restriction of free movement. I have had examples where I can pull and push on one caliper and movement is present, yet on the opposite caliper I have felt no free movement at all, then asked myself, yes one moves and other other does not, so should I not let the RBT make the decision?

I have found that I could have unnecessarily failed a vehicle only to find the roller tester found no rate of increase differences nor imbalance at maximum efforts. So a pass and advise from me.

Now in baldrick current case I am sure he knew when a combination brake test could have been applied to the vehicle in question, if not he could only advise the defect, but if a RBT could be performed on that one axle, then the result might of been different.

It's a minimum test standard at the end of the day.  

Scuse the crap formatting i'm a biff at this computer malarky. ive just checked the manual and found all those items in the section vtwin mentioned so if they are in the mechanical brake component section of the manual then surely they are classed as mechanical brake components

Correct procedure would imply the "locked solid" brake would prevent a proper examination of the wheel bearings, in which case the test should be abandoned after competing as much of the test as possible & making a manual comment of the reason for abandoning.
