I think the information you are looking for is that once the vehicle is logged on the test has been started and must be carried out without interruption. It is highly illegal for the tester to stop and ring the customer in the middle of the test. He must complete the test and issue a pass or a refusal. As already mentioned, any minor work such as bulbs, wipers , etc can be carried out after the test has been completed. In circumstances where the tester feels in may be dangerous to continue a test, he can abandon it. Those are the only outcomes allowed. karlbenz1 has already mentioned that it is unlikely your discs could fail the test, in fact they have to be so worn that they are structurally unsound. In this case it would be dangerous to complete the brake test and any competent tester is likely to abandon the test.
the fact that the permission for the work was given and the work has been done probably means there is not much you can achieve now, but it would be worth trying. It might also be worth informing both DVSA, and trading standards to try and stop them ripping anybody else off.

We are to assume the tester is who you spoke to, or was it a service manager/admin/salesman?

In regards to aylesburyjock post , permission was only given as he stated it has failed on the brakes and discs so the least i should expect is a VT30 certificate stating this ,,also the paper for the brake readings shows pass on both readings, the time on paper is 11:36 ,now i never spoke to the garage till 11:40 to give the go ahead for the "failed" Pad and disc replacement.

I have contacted DVSA regarding this as to me its all wrong

The pads and discs may well be a fail it's just the way they have gone around the process in not entering test results correctly or in the required way so it provides you a fail and a pass certificate
If you have concerns have you thought about asking for the parts back ,maybe take photos and up load on here .

Quite often the hub components i.e the pads or shoes can be worn really thin. But still easily pass the roller brake test.

This part of the test checks for imbalance across the axle. Binding brakes , and increase / decrease rates

So it's perfectly fair to assume the performance side was fine

I'm sure they'll have something to say about the methods used by this establishment. We've been told they will come down hard on garages taking advantages and misleading (some would say robbing) motorists in this way using the MOT test. I sincerely hope they do.

As has already been said, many items may warrant changing if looking at them with a service (and sensible) eye, but with a testing eye not.

Seems my question was ignored by the op, unlike some folk in this thread, I would first establish if it was even the tester carrying out bad practices. With the info supplied, no one knows for sure if the op even spoke with the actual tester.

I've seen it too many times where a service manage, receptionist or some other clown, has sold advisories after the pass certificate has been issued without the tester even knowing.

If the op wants to leave his reg number we can check if a prs has been carried out or not.

If you don't have a VT30 you have no proof of the Failure as required by law.

Can I ask where you took your car for MOT?

It might be worth speaking to the manager/owner and striking up a deal for the repairs you didn't need to avoid further action clanger123
