Car MOT today,have an issue

Hello,sorry first post and after a bit of advice.

Had car booked in for MOT today,had a call from garage and was told its failed on pads and discs, told garage as its failed to carry on and replace,picked up car tonight

Told by garage that there is  "no failed certificate as what they do is  start mot, if fail ring  owner  and ask if they want it repaired etc ,it saves time "

So all i have  ( paper copy ) and  online is an mot saying its past but got brakes still  on as an advisory ( which have been replaced ) 

My point being is it law that they have to issue the fail certificate ?

To me it  looks like  that it did  pass first time  but with advisory's and he has told me its failed  so i give the go ahead ( which i would not of done if  he said just an advisory ) 

Going back to garage tomorrow  so really just trying to see whats right and if the above seems legit
