I would say yes as it is now an unoficial sticker/ item , clarity from DVSA needed here, and removal by testers as is now a new item

i just did my refresher training a couple of weeks ago and he was showing us a demo car which had a crack on the passenger side of the windscreen , coming out from the pillar about half way up for 4-5 inches then almost to the wipers, he asked me does it interfere to my view to the front after me saying its a fail, i said no not really. he said you have your answer then "pass and advise" so on the same premise a tax disc holder does not interfere with your view
