Seeking Advice from fellow AE.

I've fell out with my Manager over this matter earlier on today. I was asked to re-test a vehicle which had been repaired by a fellow colleague. Obviously it was a partial re-test some failures were for Brake pipes, Front pads etc...everything was fine but when i went to check the brakes on RBT the handbrake went twang, and i got a low reading on the OSR, so i took it off the MOT ramp, put it in the other 4 poster and informed the manager that there was an issue with the handbrake on the OSR and we would need to strip it down and check it, he said that i would be ok to stay logged on to it when i repaired the fault, i wasn't sure and wanted to check the Tester Manual on the Computer as it was hardly a minor repair, he said stop wasting time and see whats wrong with it. he was adamant that you were allowed to do this, as he put it "I've been on the refresher course, just recently" anyway to cut a long story short the lining had come of the shoes and had welded to the disc ( inboard shoes) i had to strip and replace the inboard shoes and build back up, i was logged on to the partial retest for approx 50 mins -1 hr before it was properly repaired and I satisfied everything was ok.  Was he right, or should it have been failed and do a complete test???
