Appeal tests - the subtle differences ....

I've also posted this in baz's current thread regards appeal tests - but thought it worth posting as a fresh topic.

A few points of clarification regards VOSA policy on appeal tests.

There are two types - an appeal test where a vehicle has failed & the presenter thinks it should have passed, and an inverted appeal, where the complianant feels that the vehicle should not have passed.

In the case of an appeal - VT19 - it's normal policy to re-examine the vehicle at the VTS which issued the test certificate. This is done for consistency - the VE will be using the same equipment as was used for the original test.

In this case VOSA's operating instructions state that the AE/NT CAN be informed of the vehicle's identity - in any case he will be aware of it's identity when the VE conducts his inspection & will be able to refer back to any documents, advisories etc produced at the time of test.

In the second case, with a VT19I INVERTED appeal, the allegation is that a test certificate was issued when there were defects present.

In this case VOSA's operating instructions clearly state that the identity of the vehicle must NOT be revealed.
