High level brake light disconnected with wires taped up

If you can see that its disconnected then its pass and advise. If you can't tell if its connected or not then the benefit of the doubt must be given. You can only fail if its clear the lamp is still connected as additional lamps are not part of the inspection but if fitted must work.
