In the testing guide use control & f and in the box on the top right type in qc and it comes up with the info

There’s no role to select on the system for QC person
All he’s saying is to have a 3rd party doing your quality management such as QC a test your doing or testing the vehicle after you’ve tested it .
If you know any other testers/vts close to you you could ask them come to some arrangement like he or she qc you and vice versa or pay a consultant to come in and do it for you .
