Binding brakes and decel test

Actually, no I don't. I still think that I pointed out a gap in the list of RFR's.
My favourite suggestion was from stealth to stop the test because you're unable to assess the wheel bearing condition but even that is really just a way around the real issue. OK, it's an effective one I admit but not the whole answer, in my view.

Any available alternative is better than passing and advising an obvious and current brake bind situation on a 4x4 or other vehicle type that could be considered serious in decelerometer or plate brake testing scenarios, to hand over the keys and a new MOT certificate would in my book be akin to heading the keys over to a drunk driver.
I have an obligation to anyone affected by my actions, I have been accused through this thread of assessing brake bind on the ramp and making a final decision , this is not the case, it is only one one of the first opportunities to make a note on the possibility from what can be observed from visual assessment ( heat discoloured components and unexpected friction in attempts to turn the wheel )
I find on most if not all permanent 4x4s the ability to rotate a wheel with any hope of detecting roughness in a bearing is pretty much impossible due to drive configuration , ( bearing play can be assessed but roughness in rotation not so much so therefore attention is paid to bearing noise on the road test whilst testing the brakes)
My reluctance to make a decision on the ramp from discolouration and heating signs alone is simply that the problem can be historic and not current, ( if I believed the signs to be from a current problem I would not test the brakes and use brakes not tested option ) if I am unsure I will carry on and carry out a decelerometer test noting the readings required for entry to the MTS.
If during or immediately after the road test it becomes apparent there is indeed an indication from visual or other means of serious brake bind present I will record it as that in place of issuing a pass and advise.
To let a vehicle continue with a pass certificate does not allow any repair work to be verified as acceptable, a vehicle with a binding brake is not roadworthy and can risk lives in this condition.
DVSA should clear up this issue so that we and the public can see what the MOT is about. We cannot turn a blind eye to brake bind and judder/fluctuation on 4x4s where it becomes clearly apparent.

The thing I would like to know is are you arguing that we are wrong in how we believe the system is telling us to test ht, or that the system is wrong in what it is telling us to do?

How would you fail it though? There is no bind failure option in decel test, only way would be to use the bind failure from the RBT section?

So you are saying that you would use the RBT bind failure option on a 4x4 that you have used the decel for the brake test?

I agree with you that if a wheel is hard to turn/can't be turned by hand when jacked up it should be a fail but i won't use the wrong failure option to make it fit my opinion

So if after the test is completed you think a 4x4 has a brake bind how would you fail it/what failure option would you use?

It is my belief that each menu section contains a minimum of which needs to be recorded

If any further defect elements are apparent then there are no guidelines which direct us to ignore them whatever their severity

The manual does state You are permitted to use an alternative procedure to that specified below as long as all the testable elements are adequately covered

We cannot disregard bind and fluctuation if they become obviously apparent .
