206sw siezed rear axle no fail?

pug 206sw OSR axle arm pivot seized but cant find any way of failing it, had one the same a few years ago and phoned the local vosa man and he said since the bounce test was removed there was no way to fail it but they would be adding in something about restricted movement. Am I missing it or is it not there?
