This is interesting. A friend of mine is a tester but with no premises so I've listed him on my site and he does a few tests a month to keep his hand in and his authorisation current. His brother also has a test station a few miles away and he's been added to their list as well. He did a test at his brothers today but accidentally logged in as if he was at my station so has now tested and passed a car with my site on the ticket but it's never been here!

He phoned DVSA and they've logged his call but there was no-one there he could speak to so we're not sure what happens next.

Certainly I've done nothing wrong but anyone been in this position and, if so, how did they sort it out?

Very interesting situation there Peter.

I assume if there was a problem and appeal etc the the tester would be at the sharp end but you as station owner/manager could still be at serious risk.

I would advise you notify DVSA yourself what happend and make sure you get confirmation from them they understand that this test did not take place at your station.

DVSA can't cancel tests. Once they are recorded they are on for eternity.

On paper, one of your testers has issued a test certificate without the vehicle even being at your VTS - that's a big one. It's a simple mistake the tester has done but it's so easy for any floating tester to do. There are no location checks on the new system so they are relying on testers checking and if necessary changing their VTS after they log on. I bet it's not the first and sure as hell won't be the last plus it's a genuine mistake with no malice intended. Location checking was supposed to be a feature of Comp 2 but they couldn't get it to work reliably. You need to have this sorted out ASAP and in writing.

Thanks for the replies. Yes, I do feel a bit vulnerable even though I had no part in it at all!
I will phone local DVSA first thing Monday but I'm thinking that with the current set-up this MUST have happened before and so there should be some laid down procedure for dealing with it?

I certainly hope so. I have no ambitions to be a guinea pig!

I'll let you all know how it pans out.

To anyone looking closely at test data (a VE ) the record will show that the test was logged on at a different IP. Get in touch with DVSA.

peter I suppose you have been lucky that the tester has told you and is being honest about this, but thinking about it, do you keep any sort of check on how many test slots have been used and how many tests have been charged for? Or even check them monthly against your diary?

If he hadn't told you, would you have found out by any other means?

There is a way for an AE/manager to check the IP address of every test logged. When you get onto your test log screen, download as a csv file and open that file in a spreadsheet. The IP address is shown within the data in the first column, just after your VTS number.

For some reason it's something that DVSA don't tell everybody about but it's something that every VTS should regularly check if using testers from elsewhere.

I check at the end of each month test slots used against tests invoiced out. So I would have seen a difference but not for a week or so.

I can see what you mean but it would get a bit messy with constantly adding him, and removing him, and adding him and so on.

Thanks David. For myself I'm phoning local DVSA first thing Monday to see what they have to say about it.
One thing has struck me though, does the other garage's customer have a valid MOT? It's been tested, it's been passed but does this problem make that invalid?

Oh, and more thing I've found out today which might complicate it even more. This was actually a retest. The other garage had failed it a few days earlier, carried out the repairs and this was it's retest. I would have hoped that the tester would have noticed that it didn't come up as a retest but, well, he didn't so here we are!

Whatever the outcome, the certificate is still valid once issued & cannot be withdrawn.

Did the tester do a full test second time around, or just retest the failed items ?

Did he do a full test? That's a good question but, to be honest, I didn't think to ask him. I would imagine he did because he told me it came as a full test when he booked it in even though he was expecting a retest.

Just phoned him and confirmed he did do a full test. The car had been there for quite a few days waiting for repairs so he assumed it had gone past the ten working days rule for partial retests. He wasn't even there when it first came in so that's understandable.
One bit of good news then!

given the above described course of events does anyone now doubt that tickets issued in the local boozer could now be a reality?keep in mind that this is an honest above board mistake that could end really badly for all concerned.theres nothing stopping an unscrupulous mobile tester doing this anytime.its all well and good saying different ip addresses and so on but that would only come to light if anyone actually bothered checking,the guys issued a ticket from one station and its logged as being from a different one with no problems so I can guarantee not only that this has gotta have happened before but that when it does nothing on the system flags it up.im also pretty certain that guys who have had it happen before have gotta(at least on some occasions)kept there head down,gob shut and got away with it.remind me again of how much more secure this current system is compared to its hardwired predecessor......
