I understand what what your trying to say ,but have a look at the method of inspection .

2. Where HID or LED dipped beam headlamps are fitted, switch on the headlamps and check the operation of any headlamp levelling and cleaning devices fitted.

If I do that from the drivers postion iam looking to see if the headlamps go up or down or both which refers to the movement (levelling )in the headlamp if they are operating The key word is the "operation " and that's what is to check for from the drivers postion.

I can't see any requirement to check "operation" of height sensors when switching the headlamps on ,the height sensor on the suspension won't operate the headlamp up or down so I wouldn't class them as a device the manual refers to ,it just sends a message to the hid control unit (or air suspension if appropriate ) in my opinion but issue an advisory .
As the book says it's not always possible to determine headlamp levelling operation and benefit of the doubt applies.
However if your 100% beyond doubt then ya it's a fail
