Tinted windows

If the windscreen is of the design that it can be opened or is open, then the driver will have an adequate view of the road, therefore in this situation the vehicle has passed.

If the vehicle windscreen is an every day car, you don't say, which has additional opaque films, whether fitted inside or outside the windscreen, then they are subject to reason for rejection 1.

If in the opinion of the NT, the NT considers that the film fitted is such that it is considered in his/her opinion to be an obstruction to the view of the road, then the NT has the right to fail it.

Without a photograph of this type of example you are not going to get a right or wrong answer, it is a very subjective and opinionated type question.

Also the wording used "heavy tinted window" is not correct. 

 

Well I took David post as worded "heavy tinted" so the only situation in the manual for that is Opaque, which really means that you can't see through it, hence the opening windscreen I included because the vehicle had to be drive to the test station , and I must leave room for other members comments

Opaque means clouded, not tinted.

From me... If the tint is so dark that I can't safely manoeuvre round a dark dingy workshop I refuse, if not then I believe there is a quick-click advisory for "windscreen seems excessively tinted". I would also advise the front door windows if I felt it deserved it

You had me worried before davidg, I thought I'd made a typo. It does say heavily tinted as I thought.

Tinting isn't Opaque Edging.

I am not trying to look clever David, the question said "Heavily tinted windows". 

Heavy has many meanings and the most appropriate to this question to me is density, and if you are not using tinting film then are you assuming smoked glass?

If you were thinking of smoked glass please clarify, if not then other than tinting film being used please do educate me because I am at a loss.

I am not being big headed or trying to be clever, I just plainly don't understand the context of your words used the way you wrote them.
