Well, David, if the second part was in a condition that hampered control of the vehicle it would get failed where I work.

Lets stop worrying about what is and isn't a mod, it's the bit that says "hampers control" that makes it a fail

Yeah totally understand your point phaetonott. I just think the note (Note: Cracks or incompleteness of the covering skin of a steering wheel or hub, are not a reason for rejection), tells us different. If so the second part would pass.

This is one of the original three testable items included in the very first MOT Test. I can't remember an update to the steering wheel section, I could be wrong though.

Those methods are still included in the current test. We could do with a once over to make it more modern in it's methods and criteria.

Fingers crossed anyway

It's not just about what hampers proper control though is it ,you make it sound phaetonott as though its the be all and end all.
Importantly some members may require more knowledge as far as what modification are or are not.
You may not want to worry about modifications but that don't mean other members don't so please don't try to discourage other members opinions,

I wouldn't fail it for being cracked, or worn through to expose a good condition under layer, but if it were shredded with long strands hanging off, or some of those cracks caused a sharp edge to stand up and threaten to cut my hand I would fail it all the way to the bank!

Similarly those poxy aftermarket covers they sell in the store next to my centre, If they fit nicely and don't slip, fine, That IS a modification but it doesn't hamper control. If they slip round the rim, they get subjected to my usual double standards. If the car is otherwise a pass, pull 'em off and PRS. if the car fails on something else, just add it to the list of fails

the RfR is
Steering wheel weakened by modification, cracks, fractures, in a condition that hampers proper control or likely to injure the driver’s hands

An aftermarket cover is a modification but it doesn't weaken the wheel.
Cracks in the cover don't weaken the wheel.
Fractures, speaks for itself, if the rim is fractured, ie broken that's a fail because the wheel is weakened(but if it was like an original Morris 1000 wheel with the steel frame I would need to see that steel broken as well as the hard plastic cover).

In a condition that hampers control. That is the phrase used in the question, and that's what I'm answering nitros44

Likely to injure a driver's hands, for instance those sewn on vinyl covers factory fitted in the seventies that have gone hard and split leaving little sharp saws-teeth standing out from the wheel(Failed one on an Allegro just last week)

Is that you dodging another question David? I don't see what was so hard about my question. A simple yes or no answer would do.

I would class anything aftermarket as a modification, including those seatbelt covers you posted a picture up of earlier. Even by your definition they would be a modification as they are secured to the seatbelt by fastening.

So of I get it on with a lass from Liverpool and need to use a condom, (strongly advise as its Liverpool)
By placing condom on my penis I am carrying out a modification.
Come on think about it guys how can a cover(after market ) be classed as a modification.
By fitting a cover has the steering wheel been changed, well no it has not, or by fitting the cover has the steering wheel been altered , well no it's not.
If it ain't done those then its not a modification,
Never come across an aftermarket cover that hampers proper control, ya I've seen some slip but the driver grips the wheel when steering not just the cover.
David is spot on when he says there's no rfr for a cover.

Try sticking a spoiler on your boot and telling the insurance company it's not a modification. Leave it loose and i'll fail it for load security. Same with aftermarket steering wheel covers, they modify the wheel, if they fit nicely thats fine, if they flop around it's an unsatisfactory modification ( now i'm wondering if nitros44's hypothetical condom was a loose fit)
