Windscreen damage.. Pass or fail?

Some peoples ideas are clearly frighting when it comes to test standards. We don't do class VII but the windscreen criteria is no different to class IV, then again interpretation and understanding are a real problem to the customers pocket.

We were asked to take a class VII van into a test station on behalf of a customer who is not even a regular, so we booked in at the local Fire Station Test Station, the van a Mercedes had damage in the lower area of the windscreen along the bonnet line in the area of zone A less than or approximately equal to 10 mm, but was in zone A where the drivers wiper blade did not contact the screen, so myself would not consider that area to be zone A. 

The tester failed the damaged screen. Upon arrival back at our place I was asked about the damage in the screen, it took a bit of looking to see it, IMHO I would not have even given it a second glance, the manual is very clear about minor damage that does not affect the drivers view, and the special notice just can't make it more clear, if it does not materially affect your view of the road, pass it. 

What constitutes materially affecting the view of the road, an A4 none transparent piece of card slapped in front of the drivers face, anything else pass it.
