Yes I agree the bolt insecure/missing is a fail, but the other part, i.e. the seat being significantly reduced in security is something else would you not think?

I find it difficult to see how he can sort out the seatbelt without fixing the seat

That would be a yes from me if as stated in the question the seat belt was mounted to the seat frame.

This is not the area for debating the what if's.
